National Plan for Broadband Development in Peru: DIRSI's comments

As part of the elaboration of the National Broadband Plan in Peru, the multisectoral commission in charge frequently issues reports and requests for comments.
DIRSI reasearchers Roxana Barrantes and Aileen Agüero sumbitted their comments to the commission's document “Barriers that limit broadband development in Peru”.
In six points, the authors provide a critical and constructive perspective to the commission’s proposal.
- The need to collect the opinions of all authorities: municipal, distrital and provincial, on the requirements of infrastructure deployment, in order to reach agreements.
- The importance of discussing access to the international backbone and its costs.
- FITEL’s role and its importance for knowing the potential demand in rural populations.
- The need to make a deeper analysis of the absence of an inter-platform competition, cinsidering the causes that generate the problem and the situation that potential competitors face.
- It is suggested an improvement for the proposal on incentives for financing access to computers for low-income population. It is relevant that the assessments of the programs Technology for the Peruvian Teacher and OLPC are included in the working document.
- Analise variables such as education and literacy as key factors for estimating demand and therefore generate more realistic business models.
