Abstract

Original Title: Contribución de la regulación al crecimiento de la telefonía móvil en América Latina

This paper analyses the regulatory frame for mobile telephony as a determinant of its growth in Latin America, putting an emphasis in those aspects that contribute to improve the connectivity among the poor.

The paper starts by identifying the regulatory practices that boosted this service’s growth. Then it explains the problems faced by the authorities of the continent, particularly those related to the citizens’ interests such as the environment and the consumer’s rights. It also studies new regulatory proposals oriented to stimulate competition and to facilitate the incorporation of technology in a convergency environment.

Finally, the document addresses next challenges for regulators, proposing some elements that regulation must take into account in order to make an effective approach of the poor population and the benefits of the information society.
