MARTA
Known by its Spanish acronym, MARTA is the Support Mechanism for Telecommunications Regulation in Latin America (Mecanismo de Asistencia para la Regulación de las Telecomunicaciones en América Latina). It is a program designed to facilitate the work of regional experts and researchers with current regulatory themes.
Regulatory agencies and organizations from government, civil society and academia are able to request assistance from this program for short research projects and policy reports in key areas of the Latin American regulatory agenda.

DOMINICAN REPUBLIC
- Assesing the impact of number portability
To date only the Dominican Republic, Brazil, Mexico and Peru have implemented number portability, while Chile, Colombia and Argentina are in the process of implementation. For this reason, DIRSI and the Instituto Dominicano de Telecomunicaciones –INDOTEL, the Dominican Republic's telecom regulator– are cooperating in a research and capacity building initiative. The first step of this initiative consisted of a seminar on the impact of public policies with a focus on number portability.

COLOMBIA
- TIC, capital humano y productividad en la industria manufacturera colombiana
This is the first research project that undertakes an econometric analysis to determine the relationship between investment in ICT and productivity in Colombia's manufacturing sector. Preliminary results were presented during a seminar on ICT and innovation held in October 2009 in Buenos Aires.

- El valor social de la banda de 700 MHz en América Latina
In cooperation with the Latin American Regulatory Agencies Forum -Regulatel - DIRSI is carrying a study on The Social Value of the 700MHz Band in Latin America. The objective of the study is to support policy decisions that contribute to the development of mobile communications in the region by making the best use of this important resource.

The development of mobile telephony will inevitably force fixed telephony providers to relocate their installations in other rural communities, which implies transaction costs for the rural operator because of the need to renegotiate and to learn about the new communities in which it will offer its services.

A comprehensive regulatory approach to rural telephony in Peru
Rural telephone networks deployed in Peru since 1998 and funded by the universal access fund (Fondo de Inversión en Telecomunicaciones - FITEL) are at a critical moment, facing severe sustainability problems. In response Peru's regulator -OSIPTEL- proposed a system of differentiated interconnection charges, depending on whether the network was urban or rural, and called for a public consultation.
Study on Number Portability in Dominican Republic
The introduction of number portability is considered an important milestone for the promotion of competition in telephone markets. Nevertheless, few studies have documented the challenges associated with its implementation or its real impact on sector performance, especially in Latin America. To a large extent this lack of evidence is because it is a recent phenomena – to date only the Dominican Republic, Brazil, Mexico and Peru have implemented number portability, while Chile, Colombia and Argentina are in the process of implementation.

Tender offer of dark fiber on Mexico's backbone: a solution that generates an artificial shortage
In response to the public consultation of Mexico’s Comisión Federal de Electricidad (CFE - Federal Electricity Commission) on the tender of two dark fiber strands on the telecommunications network, DIRSI’s researchers prepared a document which analyzes and criticizes the government’s proposal. In addition, it discusses other alternatives for public policies, together with their underlying economic models.
Colombia: ¿Does ICT investment increase manufacturing productivity?
Luis Gutiérrez, a DIRSI researcher in Colombia, is conducting research to determine the relationship between investment in ICT and productivity in Colombia's manufacturing sector.
